Can I move a license to a different computer?

When you have a dongle, then this is absolutely no problem. The license related to the dongle can be used an any computer when the dongle is connected.
However, when you have a software license ( a shield file tied to your computers hardware ) then you can not move the license and will have to ask your commercial contact for a 'license shift form'.
Note that you'll need a good reason for this and that there may be associated costs.
